It is a structure that allows for individual development. The development of the individual will benefit both the individual and the organization's Human Resource Development is a combination of training and education that ensures the continual improvement and growth of the individual and the organization Adam Smith – Father of the modern economist states. “ The capacities of the individuals depended on their access to education” It is also the medium that drives the process of Training learning in a broadly fostering environment. Within the national context, It becomes a strategic approach to inter-sectoral linkages between health" education and employment, it is because the primary focus is on growth and employee development. It is necessary to develop humans as a resource, for the betterment of an individual who is working in one organization. This could be a treatment for improving individual performance in the short run that leads to organizational development in the long run.

The current speed and Level of scientific and technological development and also the changing market condition impose and increase the need for permanent human resource development" as well as the development of the overall human potential' The knowledge of employees quickly becomes outdated' Survival in the changing market condition requires the continuous update of factors related to human resource development and adoption of new knowledge during the entire working life.

Developing employees is a continuous process " which includes formal education, working experience and skill evaluation' This enables the employee to prepare for  current job and  future job opportunities' Finally HRD represents a set of activities and measures in the organizations focused on qualitative changes of its employees not only by increasing their  knowledge and develop their skills but also changing the attitude positively  to develop themselves and the organization'

  6. There are two types of environmental factors in human resource management: external and internal. External factors, such as human resource management, are all parts that exist outside of an organisation and impact its operations. All internal elements that impact human resource management are referred to as "internal factors."
Economic, socio-cultural, technical, political-legal, and trade association factors all have an effect on human resource management. These variables have a variety of effects on the management of human resources.
Internal variables impact human resource management techniques within the firm. Human resource management in an organisation operates within the context of the organization's larger vision.
